Chapter 1 　General
Article 1　 Transformer type is the base to identify and select transformer products and specifications the standardization of transformer type plays a role in the transformer production, supporting cooperation, select and maintenance. transformer type is the benefit base to maintain transformer production, sypply and need. In order to meet China's market economy developmwnt and implement national resource conservation planning, coordinate with the need of mandatory standards certification, urban and rural power gride construction, it is essential to improve the transformer type management work, and thus the approach is made.
Article 2　if the new produced transformers, the new designed transformers, the new developed transformers need to change the types, they all should be in accordance with this approach to apply the model certificate registration except the relevant laws and regulations.
Article 3　 when the products is produced by another factory, the factory should re-apply the product type registration certificat.
Article 4 　the joint ventures or solely owned enterprise which produce and sale the products in China and the products are developed according to the advanced technology imported from abroad should also apply the products type registration certificate. and to those products which will be sold to outside and want to exchange the type, the enterprise should apply the registration from the product type management agency and provide the necessary materials for export.
Article 5　the registration of transformer products type should be in accordance with the machinery industry standards of 3837, "Transformer-type products compliation method " or use the corrsponding product standards as the basic technology.
Article 6　 transformers products models registered manaagement agency (short for registration agency) is set up in Shengyang transformer research institute according to the requirements of major executive. The agency is responsible for the check and authorization for license of the transformer products type registration.

Chapter III　Pre-registration certificate application
Article 15　The programme determine and the design stage before the prepare of the new products should apply for the pre-registration certificate of the products by the registed management agency to do the trial production and testing work.
Article 16　the following materials should be submited when apply the pre-registration certificate of the product type：
——model registration application form (two copies)；
——1 copy of business license：
——product eneterprise standard or technoloty (1)；
——instruction book (1)；
——main drawings of the product (1)。
Attach 1·the main drawings include outside view, nameplate diagram and so on;
Attach 2·if it is to regist series of products, the enterprise standard or technology of the whole series products should be offered.
Chapter 4　renew of registration certificate
Article 17The enterprise should apply for the renewal of model registration certificate on the base of model pre-registrated certificate after the trial and test of products and before the technical evaluation.
Article 18　the following materials should be submitted when renew the model registration certificate
——trial production final report(1)
——trial production indentified synopsis (1)
——test report and product qualified certificate
——product outside view (1)。
Attach 1：test report includes routine test, type test and special test；
Attach 2：According to the requirements of the document 42 of State Economic and Trade Commission Power (1999), the certificate of type test and special test should issued by the State Authority Agency.
Attach 3：For power transformers, if it is the series products that need to be registered, then the samples of each series should be offered.
Chapter 5    direct application of registration certificate
Article 19　If the enterprise applies the model registration certificate directly, it should offer all the materials referred on the Artical 16 and Artical 18.
Chapter 6　loss level code and the allowance differences
Article 20　the loss level code of the power transformer should comply with the requirements of enclosure 3.
Article 21when determine the loss level code of "9" type or above power transformers, it should be ensure that there is less than 5% difference between the actual value of no-load loss and load loss and the standard value.
Chapter 7　Registration process
Article 22　The registration management agency should inspect the technology submitted by the application enterprise carefully according to the state standard or industry standard, and give the commnets to the application unit promptly for the unit to give a quick respond (explaination, modification and supplementary and so on).
Article 23　The registration management agency should inform the enterprise to contribute the registration fee after the inspection of the technology. And the registration management agency should issue the model pre-registration certificate or model registration certificate after the application unit has paid.
Article 24　The model pre-registration certificate and model registration certificate should be used at the same time with model reigistration application form. The period of validity of the model pre-registration certificate is about 12 months (from the date of the issue of model pre-registration certificate), the period of validity of model registration certificate is about five years (from the date of the issue of model registration certificate).
Chapter 8　issue registration information
Article 25　It will post the product model directory and related information (the manufacturer) on "China Transformer Industry Information Network" (http://www.ctn.cn), anf "Transformer Industry Communication" to help the user to choose the product.
Chapter 9　Model use
Article 26　When produce the nameplate and draw the diagrem and compile the technology documents, the application company should applies the model registration certificate which has been approved.
Chapter 10　penalty
Article 27　to thosw products without model registration certificate, or the model registration certificate does not comply with the products, forge and imperonate model registration certificate, they will receive the following punishment：
——inadmissible of the mandatory standard determination of the products；
——inadmissible of the product samples approval；
——the products are regarded as absence when supervised and inspected.
Article 28　enterprise impersonate, forge model registration certificateThe enterprise has to bear the legal responsibility if it is infringing used, and the company will be criticized in the industry and get punishment from the higher excutive department.
Chapter 11　 Supplementary Provisions
Article 30　Shenyang Transformer Institute is responsible for the formulation and explanation of this approach.
